第四条：古行道树周围十公尺范围内的为古柏保护带，在古柏保护带内，严禁取土、开石、放炮等一切有碍古柏正常生长的行为。
第五条：严禁损坏保护古柏的标志和设施。
第六条：国家用于维护剑阁古柏的经费要专款专用，具体办法由古行道树所在地各级政府制定和实施。
第七条：古行道树所在地的区长、社主任在交接班时应把古行道树作为交接内容之一，清理登记，办好移交。
第八条：保护剑阁古柏有功者奖，违反本次决定者，根据轻重，分别给以批评教育、赔偿损失、处以罚款，直至法律制裁。
第九条：本决定从公布之日起生效。

及联合申遗的公开信
尊敬的中国蜀道沿线城市市长：
为加快灾区重建，振兴川陕经济，保护中国蜀道文化路线遗产，我们几位年老的城市规划、文物古迹和历史文化遗产保护工作者，怀着急迫的心情，联名致信给你们，呼吁以科学发展的思路，联合起来，共同推进中国蜀道文化路线整体保护和申报世界遗产的工作。
文化是一个国家综合国力的象征。以我们多年的保护经验和专业标准来衡量，中国蜀道是个无价之宝！内涵极其丰富，它包括由关中通往汉中的褒斜道、子午道、故道、傥骆道（堂光道）；由汉中通往四川的金牛道、米仓道；由自甘肃入蜀的阴平道等，是保存至今的人类最早的大型交通遗址之一，是中国古代伟大的交通工程。沿线的文化与自然遗产种类繁多，令人目不暇接，串联着众多的历史古城、古镇、古驿站、古村落，尤其是有两千多年历史的翠云廊古柏大道，绵延数百公里，世所罕见。中国蜀道内涵丰富、价值独特，对中国文明有重要的贡献，是一条完整的文化线路遗产，可以与大运河等文化遗产线路相媲美。
我们认为：中国蜀道文化线路整体保护与申遗非常迫切与重要，对传承人类宝贵的文明成果、对蜀道区域振兴发展及当地人民生活的提高具有重大意义。蜀道遗产凝结了“开放跨越、和谐发展”的蜀道精神，是灾后重建、振兴川陕的重要精神力量。站在民族和历史的高度，中国蜀道应在当代更好地延续和传承。完整地保护好这一人类共同的珍贵遗产，是我们呼吁蜀道文化线路申请世界遗产的最终目的。
自1985年加入《保护世界文化与自然遗产公约》以来，目前我国已有三十八项遗产进入世界遗产名录，有三项列入世界非物质遗产名录，更有许多优秀遗产项目在积极准备申遗过程中，所有这些已经或即将取得的成就，都是社会各界同心协力的结果，我们的后代将会铭记所有为此作出贡献的人。
今年11月，四川省人民政府和有关学术机构将在四川广元召开中国蜀道国际论坛，推动蜀道文化线路整体保护和沿线城市联合申遗。我们完全有理由相信，通过整体保护和“申遗”，中国蜀道完全可成为一条中国特色的文化与自然交相辉映、历史与未来永续传承的生态人文景观带。在保护和弘扬蜀道灿烂文化的同时，有效促进川陕灾区社会经济文化的可持续发展，使蜀道沿线人民的生活变得更美好。

An Open Letter Regarding the Full Protection of
China’s Shu Road Cultural Itinerary and
Its Joint Application for World Heritage Title
Respectable mayors of municipalities alongside Shu Road：
In order to speed up the reconstruction of disaster area，to boost the economy of Sichuan and Shanxi as well as to better protect Shu Road cultural heritage， we several aged workers in city planning，archaeological relics and cultural heritage protection，here jointly write to you with a vexed heart to call for your alliance to scientifically promote the full protection of Shu Road cultural itinerary and its application for world heritage title.
Culture is an integral part of the comprehensive national strength of a country.Judging from our years of experience and professional standard in heritage preservation，China's Shu Road is a priceless treasure.It has an abundant contents which include Baoxie Road joining Guanzhong with Hanzhong，Ziwu Road，Gu Road，Tangluo Road(Tangguang Road)，Jinniu Road linking Hanzhong to Sichuan， Micang Road and Yinping Road connecting Gansu to Sichuan.It is one of the earliest existing large-scale traffic relics of the world and a great traffic project in ancient China.There are many kinds of cultural and natural heritage alongside the route which will definitely be marveled at once seen.They link in series a great many ancient historical cities，towns，daks and even villages，especially the Cuiyunlang Ancient Cypress Road with two thousand years of history，which extends for hundreds of miles and is very rare of its kind in the world.With its abundant contents and peculiar value，Shu Road has a significant contribution to the makeup of China’s civilization，and is a complete cultural itinerary heritage matching up to other massive heritage of this kind such as big canals.
We think the full protection of Shu Road and its application for world heritage title is very urgent and crucial.It has a great significance towards the succession of mankind's precious civilization，the regional development of Shu Road and the improvement of local people's livelihood.Shu Road heritage contains the Shu Road Spirit of “Opening，Surpassing，Harmony and Development” which is a great spiritual support for post-disaster reconstruction and for boosting the economy of Sichuan and Shanxi.On behalf of the national glory and a complete history，Shu Road should be better preserved，succeeded and passed on.The full protection of this precious heritage of all mankind is the ultimate aim of our appealing for its application for the world heritage title.
Since its joining in the Convention on Protection of World Cultural and Natural Heritage in 1985，China has had 38 entries of heritage on the World Heritage List，with three of them listed as intangible heritage.Besides，many other superb heritages are in active preparation for the acknowledgement of World Heritage.All these achievements，either gained already or forthcoming，are the result of a common effort from all walks of life whose contribution will be remembered by our future generations.
In November 2009，the Shu Road International Forum of China will be held at Guangyuan，Sichuan，by Sichuan Provincial government and relevant academic organizations，to promote the full protection of Shu Road cultural itinerary and its joint world heritage application by alongside cities.We have all the reasons to believe that by full protection and world heritage application，China's Shu Road undoubtedly is quite capable of becoming a both cultural and natural landscape with Chinese characteristics，which is not only ecologically harmonious but also humanistically attractive，and which is not only had a glorious history but it will also have a brilliant future.In its own development，it is also to boost the sustainable economic and cultural development of disaster areas of Sichuan and Gansu，making the life of people alongside Shu Road better and better.

中国蜀道文化线路保护——广元宣言
“2009中国蜀道·广元国际论坛”于2009年11月9日至11日在四川广元举行，论坛深入探讨了中国蜀道文化线路的价值、整体保护和联合申遗。尤其赞赏一直以来蜀道沿线地方政府及相关机构对蜀道遗产保护所做的努力。
论坛进一步明确了中国蜀道的世界遗产价值，并宣告所有沿线地区彼此之间以及与其他机构之间共同合作推进中国蜀道文化线路整体保护与联合申遗的目标。
本次论坛注意到国际古迹遗址理事会《文化线路宪章》(2008)关于文化线路的论述，认为中国蜀道是世界文化线路遗产的突出典型，同时鼓励沿线各地区间增进了解、加强合作，以推动中国蜀道文化线路联合申请世界遗产愿望的实现。
